Position Purpose

An associate health, environment, and safety (HES) professional supports the department by assisting in developing and implementing HES policies, conducting inspections, investigating incidents, providing training to staff, maintaining safety records and reports. This role requires strong organizational skills, attention to detail, and good communication to ensure workplace safety and environmental compliance with relevant regulations. Focus on fundamental safety concepts, supporting safety programs, promoting a safety culture, and ensuring compliance with regulations, acting as key members of safety and project teams.

Job Functions

Associate HES Professional:

  • Attain competency as an initial point of contact for Operations and Non-Operations teams inquiries, request support and provide advice on HES policies, procedures, programs and practices.
  • Be able to conduct safety assessments to identify potential risks, hazards, and dangerous situations in the workplace include risk assessment, job safety analysis (JSA) and broader term risk management, which encompasses the entire process of identifying, assessing, and controlling hazards and risks.
  • Be knowledgeable in fundamental safety methodologies and concepts, making a valuable member of project teams. The relevant Management Controls that are currently in place. Work with PIC and SME for specific or Contractor Management Controls (e.g. Contractor Safety Questionnaire, Method Statement, Contractor procedures, assessments, technical forms, Bridging documents etc.)
  • Knows how to maintain a system for recording, reporting, investigating events and regulatory compliance. HES Data Management System Coordinator. Develop and monitor company HES scorecard and follow up data collection, evaluation, trend analysis and reporting of HES performance metrics.
  • Knows to manage the development, maintenance, implementation, monitoring the annual HES improvement plan that includes objectives, targets, and key HES programs that will improve HES performance for critical HES risks.
  • Able to collaborate with other departments to identify and mitigate risks, review plans for new equipment to ensure safety compliance, and stay updated on relevant regulations.
  • Be confident in using computer systems and software/application packages used in HES&S Department.
  • Familiarize and be able to conduct/provide all HES&S relevant training to employe and contractors. Ensured the training materials and methods are effective - relevant to the target audience; provides current information not already known to the participants; and it will build upon the participants’ experience.
  • Familiarize with the Responsible Operations Management System (ROMS) and be able to be Element Owner and Technical Advisor on some elements of the HES Management System.
  • Familiarize with Emergency Management and Pandemic Response and be able to act as a member of the Emergency Operation Center during emergencies and coordinator during pandemic state on site.
  • Knows to provide information needed in preparing annual Department Budget.
  • Be able to offer administrative and operational support to the HES team, including managing data, coordinating activities, and serving as a point of contact for EHS inquiries.
  • Knows to conduct regular site inspections to identify potential hazards, ensure compliance with health and safety regulations, and monitor the effectiveness of control measures.
  • Familiarize in executing regular HES audits (Tier I, II, III, PSM, etc.) for a more comprehensive review of safety systems and compliance. Prepare required reports and track status of corrective actions identified.
  • Be able to continually monitor to ensure that life critical expectations on Work at Heights, Confined Space Entry, Mechanical Lifting Operations, Hot Work and Work Permitting System, Control of Hazardous Energy, Driving and Electrical Safety procedures updated and properly adhered.
  • Atain competency in Scaffolding, Work at Heights inspection/auditing and fall protection regulations. Competence in hearing protection standards, hearing protection and noise measurements.
  • Gain knowledge of Crane Operations, Banksman, Rigging and Lifting Standards.
  • Familiarize with the Industrial Hygiene and Respiratory Protection Program. Be competent in administering the program.
  • Be able to manage the Behavior Base Safety Program. Teaching in applying the behavioral based safety approach to performance improvement of individuals. Facilitate Safety Leadership Engagement forums to Supervision and Management to ensure that the company expectations are fully met. In addition, guide the Supervision in developing a positive safety culture.
  • Be able to review and update all HES related company related policies, program and procedures to ensure that they meet goals and regulatory compliance.
  • Additional duties will be assigned from time to time by the line manager or supervisor as required to meet business needs including personal training and development opportunities.

Education and Experience

  • EG national with a college diploma or equivalent.
  • Minimum of 5 years’ experience in the refining, petrochemical or LNG industry directly involved in occupational safety and industrial hygiene programs.
  • Certification in an HES related field such as NEBOSH, OSHA is an advantage.

Qualities / Attributes

  • Proven experience in developing and delivering training, preferably in a safety-related field.
  • Ability to design and conduct engaging and informative training sessions.
  • Strong knowledge of health, environmental, and safety regulations, standards, and best practices.
  • Strong organizational and time management skills to coordinate training logistics and manage multiple tasks.
  • Possess excellent communication, presentation, and facilitation skills.
  • A positive attitude, initiative, and passion for developing others.
  • Ability to adapt and thrive in a multicultural environment.
  • Proficiency in MS Office Suite.
  • Excellent written and verbal communication skills in English and Spanish are essential for reporting, training, and collaborating with various teams.

Physical Requirements / Work Conditions

  • Work consists of unconstrained, seated office work and outside tasks requiring walking, climbing stairs, stooping, and standing.
  • Work is performed in an air-conditioned office environment and outside in all weather conditions in a noisy operating environment.

Equipment Operated

  • Standard office equipment and personal computer.
  • Gas Monitors, IH and Test Equipment.
